I'm assuming more than one family may live in Dragonsreach and in some other buildings. So that's why about 20 families.

Daily reminder:

A city from a 2002 open world game has more buildings, more unique NPCs (who offer quests or you interact with them in other meaningful ways) as well as more generic-citizen NPCs, more quests, more secrets to discover, more content in general, better looking architecture and design than Whiterun from Skyrim

And the city is integrated into the main world, which means there is no loading screens and you can move in and out of the city freely. Furthermore, every single building in it is also accessible without a loading screen.

While Whiterun is an entire separate cell with a loading screen, which means it uses very little resources which means they could go totally crazy with it and the amount of stuff there. And yet it's small, sad, empty, copy+pasted and just pathetic. And every single building inside Whiterun ALSO has a loading screen.

Reminder fallout 3 had a settlement with literally 2 inhabitants.

I wonder if the next elder scrolls will include all of the provinces in one big game, all small towns and cities included. My guess it would be around 150gb big in size.

ESO already did that, which is why I hope the next game is set in Akavir since it still has a lot of mystery around it (and a collosal tiger dragon)
