Montana is pretty and nice.
But the setting is boring. The only dangerous animals in Montana are bears and cougars. Now compare that to the other farcrys. There were elephants, tigers, bears, sharks and other shit that could kill you. Its so bland in my opinion.

In one of the trailers, one of the main bad guys mention something about a "Collapse". So the only excuse I can think up is that America is in some kind of awful state that somehow it can't send the State's National Guard to intervene.

It really isn't. It must suck trying to make a video game, having a group of people interpret your game as something else, and then having to waste time and possibly money just to steer it the other way.

I've been to Montana, its actually really nice and not dangerous at all.

Because the BAC is somewhat arbitrary, and driving while engaging in an activity which will make you worse at driving can be criminally negligent. It's less of an issue in the countryside, but the more densely you pack people in together, the more opportunities appear for accidents, and in general you wind up giving up certain freedoms in order to keep crowded urban environments running smoothly.
