when you begin playing on a new gmod server, you have to download all the assets used in the map, we're talking textures, sound files, models, things like that
a lot of people dont have much drive space, have slow internet, or are just very impatient (especially the younger players) so joining a new server like this is considered a sort of investment by them, this is why they get so angry, because they all that time/space/effort getting onto a new server only for it to be a massive troll
