He's the easiest character to implement. There is no real planning, effort, or risk involved in including him. It's a Waddle Dee's model recycling Kirby's animations, but with a bandana. Gooey would take a lot more work, because he would require a new model, all original animation (3D animating an expressive ball of goo on par with his DL3 sprites isn't so easy either), a bunch of new expressions, and the ability to copy powers, meaning he needs animations and expressions for every copy ability too. Gooey is a character with personality that would require ambition to include, and nobody but his creator would be willing to put in that effort. Adeleine also would need a some work. She has hands, arms and legs so it's something harder than they're used to animating as well, and even if they use Artist as a template for her, she would need a bunch of unique paintings and attacks to get the most out of her. They're also more unique characters like King Dedede and Meta Knight, so they would need some setup and story like those two get, although they wouldn't need much (Adeleine about on Whispy's level, Gooey could just be hanging out at the start).

Waddle Dee in K64 doesn't have a parasol, but if he was playable as intended he would have had a grab, kind of like suplex. That's why there are enemies that do cool shit when you hold or throw them.

Bandanna Dee is the great Kirby character and best possible Smash newcomer not because he's any shitty old Waddle Dee, he is a Waddle Dee that happens to be THE MAN. He's not some modest, silent, shy little goomba, he is loud and expressive and talks as much as he goddamn pleases. He's not a clumsy or earnest minion, he's a fucking badass hero that could wreck your fucking shit with 10 weapons at once, because he's that fucking badass, he sets himself apart because he's special and unique, he's not just any Waddle Dee.

This. I'm fine with just Kirby, King Dedede, and Meta Knight, but Bandana Dee is always tossed in as a filler character because there's nothin' to it. Gooey in Battle Royale as Kirby's buddy? Ooh, that would be harder than they're willing to go, then you'd have TWO main characters that have to communicate non-verbally, and Gooey would need all those expressions and animations and sound effects and what have you for his version of each ability. It's easier just to give Kirby a character that can talk for him, and is just Parasol Waddle Dee with a bandana.
In the 3DS games, it doesn't matter if Bandana Dee shows up. Yeah here he is, throwing food, good boy. If it was Adeleine, they would need to do more with the role since she's a particular character. She would need a bit of setup in the intro, some more interaction with Kirby when she first pops up in gameplay, and probably some way of helping out in the end.

nah i don't want fire emblem garbage. having a spear would mitigate his otherwise short reach so that'd be interesting. too bad they won't do anything to make kirby better in smash though.

Waddle Dee and Magolor were both really popular choices among Japanese fans. Adeleine and Galacta Knight also made it into the top 50 (Adeleine at 42, Galacta Knight at 48) but unfortunately Dark Matter did not make it although he would be my personal pick as the fourth character. In the next Smash I could see Waddle Dee will probably get in next time, with hats such as his bandana as alternate costumes, and/or maybe Magolor could make it in with his CROWNED form as his final smash. Adeleine and/or Galacta Knight may get in as assist trophies, without Galacta Knight being more likely, but I wouldn't hold my breath.
