you could find jet and other postwar chems in sealed facilities, though it was pretty rare and likely the result of someone being lazy and using an incorrect loot list
And the pipe weapons too. What were they thinking? I mean pipe weapons are fine I guess but how hard is it to make is so that they don't spawn in certain places?

The pipe weapons do make sense, there was a ban on civilian gun ownership (at least in Boston, wouldn't be surprised if it existed elsewhere) pre-bombs and it's touched upon in 4 via some terminal entries and one of the magazines
As shit got closer to hitting the fan people made their own weapons or bought them from people who made ghetto weapons because civil unrest was rife and you kind of want to defend yourself/your home/your family in such a shitty time.

I wouldn't mind the pipe weapons if they were at least usable, they do fuckall damage to anything, it's actually incredible.
On that note, I know they do it for balancing purposes, but why do automatic weapons do shit damage in F4? Ammo is not as easy to come by as it was in the earlier games, especially on higher difficulties, so there's no point in having automatic weapons, when it's no longer about how much damage you can pump out in a second, but more about how much damage you can do per bullet, because of the scarcity.

It's because of water. Back before Fallout 1, there were big fights over water, since there was no regulation and not enough for everyone. Then, these water traders showed up, took control of the water supply forcefully, based themselves in the Hub, then made the rule: 20 caps for 1 bottle of purified water. Thus, an economy was born. In 2, they used coins backed by gold. But in NV, they used caps again, since the Brotherhood dirty-bombed the NCR's gold supply.
No idea about Fallout 3 & 4's economy.
It's almost like the Fallout games made by the original dev have proper story writing. I'm blown away.
