I have doubts about those claims but given the nature of modern anti piracy measures it's not impossible either.
Though performance for 90% of users is fairly binary: You either reach the desired frametime target at all times or have to lower settings until you do. Fluctuations are what make people uncomfortable, not a constant framerate. As such there's the case by case situation: Is the loss from any anti-piracy solution high enough to make the game end below the desires FPS target (usually 60fps) or is does not not have any real-world impact because it still runs above (60) anyways?

Well, ideally the publisher would remove the anti-piracy measure at some point in the future to ensure long-term support and availability of the software once sales have died down but in times when people buy remasters and remakes there is little incentive to allow everyone to enjoy your works 10-20 years down the road without buying them again.

That's not what keeps people away. The reception on consoles was mixed so people are hesitant to buy a port that comes 2 years late.
Now consider the insane hardware requirements - the game doesn't look great enough to warrant high-end hardware to play well. If you want to run this at 1080p without reducing details you need a GTX1080 or Vega64 which under current prices means having a 1000$ GPU. If you want a higher resolution than 1080p and the high res textures you need a TitanX for the insane VRAM requirements as not even the 1080ti has enough. It doesn't get more insane than that for a game that has low poly world environments and little movable objects or foilage on the screen. A 70GB download (without high quality textures) doesn't make this any better.
They were aiming for the top 1% of PC users in hardware and getting 100k sales on a game without release hype is pretty good.

You don't understand what optimization means. Doom 4 runs exceptionally well for what it's actually doing under the hood. They leveraged vulkan (which is an api that delegates responsibility to the programmer a lot) very well. I feel like I'm talking to a 12 years old who doesn't know shit so it's probably a waste of time.

However back to the game: it's great and compared to PS4 it's now finally playable. Game ran like shit on PS4 but now I'm able to get 60fps locked with 4k textures whatever.

I tried the benchmark on my PC (I have the 1080 Ti) and indeed it couldn't keep a steady 60 fps, but I have to admit that it was very pretty. They shoved in a lot of NVidia proprietary tech which is usually decent eye-candy, at the cost of utterly destroying performance on AMD hardware and even older NVidia cards. Anyway, I thought it looked good and justified the requirements a little bit. If it runs that bad on 1080p the problem's serious. But turning all the NVidia shit off probably helps a lot.

same settings as the demo, nets me around 5-10 more fps. finding the tradeoff is the game crashes more though
