Because he got right observations, but his deductions from those were absolutely wrong. Also, he was basically a god in TV World, so he was full of himself.
Dude in general has just been well-performing kind of smart but lacked hard motivation in life and didn't really care about people. He made it into the police force for the sake of it being decently paying and the right to legally carry a weapon. He gets a simple job in his local area and is largely content with it. Gets sent out to the rural Inaba to become the subordinate of someone he doesn't respect and finds out his celebrity crush is a fair bit of a tramp. It all built up (and was likely amplified by Izanami's influence, given it turns Namatame into an insane hero complex mindset and Yu becomes a magnet for social interactions).

I stand by my belief that they writers forgot they even had a murder mystery to resolve and by the time of the climax just ran out of named characters who weren't in the party or Nanako.

i heard there was a completed script with another person as killer but they changed it late in development. A youtuber suggested dojima would make a interesting killer and i heavily agree
It'd at least explain why Dojima locks you up in the interrogation room and you never show him how you can go into a TV.
it could have made p4 much darker. Like have it that you save some people but there is more than you can save but most are criminals that you dont find out till later. Also with a lwoer amount of criminals around dojima would have more time to spend with his daughter making there relationship better which would be turned back at you when you find out he is the killer and have to decide on either following the truth and sending nanakos dad to prison or letting him be free and letting nanako live a happy life

idk about late development though, Dojima would have been great and also potentially heartbreaking.
Maybe I've been tainted too much by all the fan content, but I really feel like Dojima is a borderline sociopath from the get-go. He wouldn't be too surprising.

Who's willing to throw away everything to get revenge for his wife, even discarding his daughter.
You could even have him be motivated by the system that failed to catch his wife's killer so he takes revenge on it by showing the world how incompetent they really are. His attack of high profile TV targets serving as public sacrifices
