Yes, the PS4 is obviously at fault here. It's not the devs fault this game can't run well, merely the poor hardware.

The devs can get Broforce to 60fps+ on a 2010 i5. The game is almost entirely CPU based. This is the ps4's fault, considering the ps4 pro in boost mode adds 5-10fps, that should be clear.

That 2010 i5 has considerably more horsepower than the cpu found in the consoles.

No, 2k18 is actually a bad port. It was delayed three or four times and was forced to release before Christmas because of their publishers.
