If you saved him on the floating continent then get him back later, at the end of the game, he resigns himself to his fate, and stays on Kefka's Tower as it explodes.

The order was never fucked up in Japan and there have been several rereleases.

Sorry, lad, you HAVE to do it. Soul of Thamasa is incredibly powerful and you won't realistically beat Kefka without it, especially not with that party. Just bring Relm, Celes, Terra & Gogo - and make absolutely sure you have 4 reflect rings, Reraise, and Ultima, Silence, and Berserk or you will be in there 5ever

As for the boring party comment... just ditch Locke, he's a fucking putz. Get my dude Cyan or my other dude Edgar in there. Quad-Jumping Edgar hits like a freight train, although I forget the name of the relic that makes Jump hit 4 times. People will tell you to use Strago or Mog, ignore them, those are fucking shit meme characters

No one ever recommends Strago.

I've done everything except the optional bosses and want to know what I should gather as well as what level I should be for the endgame dungeon.

About the party, I have to use everyone anyway and Locke has all my health spells right now.

Well, you weren't saying that, but whatever.

As long as you've got Reraise (Life3), Quick & Ultima ready to go for your casters, and a smattering of other characters who can at least Arise & help with Protect/Shell/Hasting the party, you are ok to do Kefka. I'd suggest grinding out a few levels, I usually head in with the party in early 40s.

Don't know if you know this, but you have to make three separate parties for Kefka's Tower, all three of which have to fight different bosses. Save and give it a shot, but if things don't work out, look for more sidequests and shit to do first.
