It was more just the fact that the team were literally brainwashing people into complying with them and he understood how dangerous and fucked up that was. The protagonists seem to think they were converting them to good people but that wasn't really the case at all.

It's not super deep or anything but the Phantom Thieves were doing very questionable stuff and it's a shame the story didn't go into that more than it did.

Let's be real, P1/P2 and P3/P4/P5 are basically different franchises altogether. Different people working on them, different gameplay, different writing styles, etc etc.

For all the shit that Strega gets I probably liked them more than most of Persona 5's villains. Strega were crazy assholes, but they didn't really overstay their welcome. They showed up once in a while, did genuine damage to your party, and ran off. Not to mention that Chidori actually gave Junpei more of a character arc than most Persona party members are allowed to have..

The Palace Owners in P5 had a huge amount of focus by comparison, but all their screen-time was basically just telling us how monstrously evil they are, over and over again. Kamoshia did a good job of being truly loathsome, and giving us something to fight against, but we barely even interacted with Kaneshiro or Okumura
