i'll dodge the obvious answers and inform you san andreas has a 2 player mode. maybe get another xbox, or use a 360, but do 2 teams on rampages throughout the city and see who can survive the longest. not exactly what youre looking for, but it was my best solution to big gta multiplayer in 2004 using only other kids in the neighborhood.
