It was an internal memo that go leaked where they blatantly discussed milking EvE players. The name comes from one part saying they had to be careful not to push it too far and kill their "golden goose".
If it wasn't obvious from context they explicitly discussed better ammunition for Aurum (in-game currency you could only get for actual money). I personally read it in a copy of a memo I got; I was in the Jita protests.
Of course there was a huge uproar, they spun it saying they 'value all view points and always have someone playing devil's advocate'. Then promised that something like that would *never* happen in EvE. Again, if it wasn't obvious, they had also promised (many, many times) when the normal in-game currency (ISK) became buy-able for real money that skill points would absolutely never be.

CCP was discussing how to compartmentalize their sales, as opposed through the singular $15 a month, which will not do them well enough, as their numbers are drastically low. Of course they're going to introduce microtransactions, with vanity items and skill injectors and all of that shit. I never have nor ever will use them, but they're designing it so whales can fork over hand over fist if they're dumb enough to so that CCP can turn some sort of profit. Believe it or not, video games are a business, not solely some sort of commodity to serve some sort of civic duty to the populace. The objective is to get you to like their product and, if they can't sell you the whole thing, they at least want to sell you parts of it if they can make any buck at all.

You do know that to mine in EVE you need to pay since you would use a crappy ship that NPCs can blast you the hell out, unless you literally are sending OP to mine veldspar, right? Because if OP wants to mine funny and exotic minerals on his own, he has to fucking pay and rain a fuckton of skills and get a fleet or a massive ship to face low security sectors or be blasted off the face of the universe.
