Because it's not their intellectual property. Bethesda's modding policy includes limiting the usage of assets from their other games. While copying less tangible concepts such as quests, dialogues, NPCs, etc. or using original assets (or assets already included in the game being modded) lies more in the grey area, outright reusing assets from their other games is a violation of the terms of service. At that point the mod is an unauthorized use of the author's IP and as such its creators are liable for prosecution yadda yadda yadda

I don't understand, they could easily just create a mod that requires you to already have the assets in your computer and have the mod use them as a source. That's what a lot of mods do nowadays.

Bethesda didn't even shut them down directly actually. The project leader talked to Bethesda and they told him that the project was fine but he wouldn't be able to use the original FO3 voicework. This apparently triggered his autism enough to get rid of everything.

TESVEdit, FNVEdit and so on have existed since forever, and let you extract files from your computer. That is not illegal. At all. Neither is it illegal to reuse those files you own: else we are saying it is literally illegal to use mods which reuse existing assets that you already have on your computer.
Because that's just a (bad) excuse, the real reason is that this was never a real project to begin with.

It would be fucking uncanny. That thing worked just fine in Morrowind, but it would be terrible in the newer games.
Even Christine in Dead Money felt strange, because she was simply standing there and making faces, while the dialogue box gave incredibly detailed information that you just weren't seeing.
For a lot of these mods you already need the original game.
