A series of terrible 3d fighter releases in a row, a lot being no names and some just being mediocre iterations of named fighters. It's how every genre dies and goes into hibernation, happened to platformers for a long ass time, RTS is still reeling, 2d fighters also took a hard hit then came back strong.

Bakuryu and Stun are mid to lower tier, Baku is a hit and run type character but he has some trouble getting in, Stun is a slow deference grappler, once he gets going he is pretty scary due to his really strong oki but getting the ball rolling sometimes can be a pain for him against some of the faster characters.

It's really not as easy as they'd think. You'd need some form of source code and I doubt Konami or even Hudson kept track of that, and without the original director/creator/etc. on board, you'd have a hollow shell of what the original game was known for. At least a spiritual successor would be original and not have to worry about being compared to something else to the extent that a remaster would.

Lack of innovation. It took until its 7th installment for Tekken to add a meter using character, and that it’s a guest slot. Not saying it has to be meter, but something as basic as resource management died with bloody roar.

1. 2D fighting games were really polished and going by the time some games companies started venturing into 3D games.
2. The initial transition felt floaty and sluggish.
3. People here wouldn't dare to touch anything that wasn't on console or wasn't already an existing franchise.
4. Arcades probably thought investing on systems capable of running 3D games weren't as convenient as the regular ones, on which you already could switch between a whole lot of games.

You must be really young. 1996-2005 3D rose to shit all over 2D ones in terms of popularity. Google Tekken 3's lifetime sales. The reason fighting games aren't as popular anymore isn't because they're "niche", "too deep", "require too much skill" or any other masturbatory nonsense the FGC likes to tell themselves. The games are simply not as good (comparatively) as they used to be.
Graphics - 3D fighters used to the best graphics anywhere. PC, console, arcade, anywhere. Now they're average-to-terrible. They had to heavily tone down graphics in order for them to run on consoles. Think about that today.
Sounds - sfx were heavy, bassy, and LOUD (to attract people in already loud arcades). Now hits sound weak.
BGM - they were filled with tunes so memorable and catchy, they're still being remixed today. Modern FG soundtracks are crap.
Characters - they were mostly based on realy world martial arts with a bit of fantasy. Now, who knows what the fuck anyone is anymore. Most new chars are magicians or freaks.
In these key things, the quality just isn't there compared to 1996-2005. Especially in the graphics department. 2D fighters are suffering from the same problem, but are trying slightly harder...at the moment. The opposite was true in say, 1997.

Didn't you have a meter in Bloody Roar? I don't think that's the issue, more like when Konami took Hudson soft's IPs and how Hudson soft didn't make many games in the 7th generation.

While BR has a lot of mechanics that is only partly why its good, the game itself is an extremely solid game with tones of depth and strong neutral and recourse management.
It also always did its own thing and ddn't just copy popular games like so many other fighting games did.
