Yes.
It definitely has some strong moments, but overall it's every bit as bad as you've heard and maybe even worse.

Should I replay SC / BW before playing this game? It's been like five years.
No. Very edgy oldfags don’t like it who thinks there cannot be a love story in a good story. I recommend you start with the second. The first is shit full of nuances like limited unit selection and the most atrocious unit movement I ever seen in an rots game.

wings of liberty was pretty alright, nothing too special though but I wasn't overly offended
heart of the swarm the story takes a sharp nosedive into lala land. nothing makes sense anymore and it comes across as if they were making it up as they went along
legacy of the void is so god damn boring I couldn't even finish it.
blizzard may be good at making short cutscenes dramatically effective and impressive looking but they're fucking terrible at story telling

StarCraft ends with Jim being fueled with anger and contempt for Kerrigan and SC II begins with a scene of how broken up he is about it and how he only wishes he could save his waifu and live happily ever after with her. He saves her and she turns right back around and infects herself again because she's the chosen one and literally becomes a super saiyan so she can save the universe.
The only compelling arch was Wings of Liberty, when they were trying to find a cure for Infestation.
Consider SC and BW to be a prologue of events, as the majority of SC II could almost wholly be described without much introduction.
The writing is awful (Lotv is tolerable though outside of the epilogue) but the mission themselves are much better designed then SC1.

The series and RTS games in general were already in decline by the time C&C3 came out, but it is by far the best game in the series. If more people had given it a chance they'd realize how awesome it is.
The United Earth Directorate was the very small splinter that was sent along with the criminals that were the initial settling of Terran space. They were very few in comparison to the rest of the Terran Dominion that Mingsk would go on to found. The majority of it was wiped out and the rest fled back to Earth (which is very, very, very far away).
The UED exists but not in Terran space anymore, however, given if they were to give any bit of a flying fuck about Terran space (only because it happens to have aliens worth studying), they could warp in their real technology and probably have their way with what they wanted.
UED tech is exceedingly more advanced than Terran tech, but unfortunately Metzen and friends forgot it existed in SC II basically.
It's possible that they get mentions that I don't remember but they have fuck all to do with anything. Metzen even said at the heart of SC2 is the love story.

Pretty sure Starcraft: Remastered did pretty well, and I'd bet the same team within the company is doing a Diablo 2 remaster right now
Just take solace in knowing that the Blizzard we have today isn't the same Blizzard we had in the 90s/early 2000s. Almost all of the original people are gone, it's a different company. Old Blizz was about making incredibly high quality games with a ton of replay value and large communities... modern Blizz is about squeezing as many shekels out of the consumer as possible and giving only shit gameplay and political agendas in return.

The original wasn't a masterpiece, but it was fine. The second taking everything and going in a completely different direction provided no consistency and was essentially a really shitty love story
