OW maintains and hosts its own servers and actually hasn't abandoned their game like Valve has. If Valve paid for and managed TF2 servers (and actually cared, which clearly isn't the case seeing as what a disaster competitive mode was) then the same would happen. Try calling someone a nigger on DoTA or the steam forums and see what happens.
