Because at this point he's more like "Mario's grumpy asshole neighbor" than a real villain, and when he's not, his evil ambitions are usually pretty petty and funny. Also, sometimes he hangs out with Mario on somewhat civil terms (see: the end of Odyssey, any Mario sports game)
While he has appearances to keep up, and a legitimately antagonistic fixation on fucking with Mario/fucking Peach, we've seen plenty of moments that show us he has other things going on his life: He raises his son (he's actually a pretty good dad), maintains a Kingdom (or at least a castle) goes to sporting events, throws parties.
He's interesting because he has interests other than being "evil".
