Completely agree with this gentleman. IV is a masterpiece.
Word of advice: periodically call Roman, Niko will talk to him and explain some of his motivation and give you insight on recent events. (I haven't found this feature until my 3rd playthrough)

Just finished both vanila IV and TlaD/TbogT
It was fun and all but it has it flaws.
Later enemies became bullet sponges, some missions are frustating and ,atleast for me, pacing in vanila story was a bit off.
Ragdols are fun when you shoot somebody, but shooting itself is mediocre.

played it for the first time a couple weeks ago as well, but the conplete edition with the liberty city stories stuff

It's an open world game where you can go bowling with Roman amongst many other things, you don't have to race through the missions so fast that it become monotonous.
