Artur is easily better until promotion, and is a more viable early promotion because Slayer is gonna let him nuke anyway. C Staves is also a good upgrade. Lute is not a good unit, while Artur is.

Lute is not even considered the best anima magic user in Sacred Stones, Saleh is.
In fact, Lute is considered a bottom tier unit in FE8 Sethskip, and a low B-tier in non-warp runs, below Garcia. For comparison, Artur is the best unit in the A-tier and Saleh is S-tier on Eirika's route and A-tier on Ephraim's.

Artur has +2 HP, -1 Def, +1 Res over Lute. His durability is hardly better than hers.
Light spells weigh more than Anima spells (I know, right?), so his speed after Con difference isn't anything noticeably better than hers, either.
Light is useful against the dark using Mogalls, because of WTA, but they show up for only one chapter in the early game.
Slayer is a broken enough that he might be better than her after promotion, but after promotion is not early game. I'm assuming early game is until Chapter 9, and the first guiding ring is in chapter 5. It's been awhile since I've played, but I feel like it would require serious babying to get either of them to level 10 by chapter 6, but I'd believe any early promotion would be possible by chapter 9.

AS after weight is considered:
Artur: 8 with Light, 6 with Shine.
Lute: 6 with Fire, 4 with Thunder.
2 less speed is actually pretty important, as it will take Lute on average 3 levels just to gain 1 speed, and Arthur will on aerage get 1 speed in the same timespan.
Slayer means a 10/1 Artur actually has better offense than 15/1 Lute as long as they are facing a monster.
The biggest hit against Lute is that she can't compete with Artur in the earlygame at all and you will have a much better mage in Saleh later on anyway with no investment.
Also C staves(while not offensive) is way better than what Lute offers.
10/1 Artur>15/1 Lute, which is actually pretty devastating.
