Why not? It removes the possibility of outleveling zones, which always happens, can't remember a game where they perfected the balance. And it keeps enemies relevant. I don't wan't to one-shot dragons because i waited 20 levels and came back. The characters get stronger anyway, better skills, better stats, better gear. There's no downside to scaling and that's the reason many games adopt it.

It doesn't have to be lvl50 armor. The point of scaling is to prevent them to become obsolete. I don't know where people like you find the fun by one shoting shit. When i played divinity 2 i could 1-2 hit most enemies about 40% into the game. Having no scaling leads always to overleveling and imbalance, especially if you try to play good.

Scaling removes a lot of the sense of power progression when every battle is just as difficult as the last. It makes the world feel inconsistent when a pack of tigers next to the starting village could wipe out the village, well they would have been able to but the village is now level 20 as well. When a couple squads of guardsmen could defeat the player's party when the player is capable of cleaving their way through hell itself.

I like my simulated world. Scaling just feels too gamey.

It's not, your characters get stronger through skills, stats and gear. If you can beat 3 bandits in the beginning you will be able to beat 10 later. That does not mean they have to be weaker, they stay the same but you get stronger.

Armour system sucked fun out of the combat and the retarded item scaling where a white weapon that's couple levels higher is better than a legendary sword you found earlier.

In an RPG, where increasing your character's power over time through quests and combat is a significant draw? That's silly. What's the point then if you don't out-power enemies in a particular area anymore? There's no sense of power growth.

Dragons tend to be late game bosses. Both Divinity and PoE have level caps.

the "gamey" thing has to be attached to the "simulation" thing. Gamey is like how in modern RPGs all the dungeons loop in on each other. How the world feels built for the player rather than the player rather than the world feeling plausible. Level scaling being a big one. Similarly how expansions have level 80 giraffes and such. Towns having progressively better weapons as you get further away from the starter town are gamey types of game design. Games like Mountain Blade and even more so, Dwarf Fortress, have that simulationist feel. I've heard the same said about Baldur's Gate, where the world doesn't feel like it was built for you. Even though it was.

Crafting broke the stat and damage progression if you bothered to invest in it, the game rewarded CC alpha strikes that won the fight round 1 because enemies couldn't come back from it more than anything else and the mod that exists to counter this inflates enemy HP and makes it completely unfun to play because of it, Witchcraft is stupidly OP because of saving throw reducers, and the difficulty falls off a cliff around Silverglen with the exception of a handful of fights.

OS2? Lone Wolf is broken and damage is the end-all on everyone who isn't a pure support caster.
