BotW Link's Sheikah Outfit was heavily inspired by Sheik to begin with so a BotW-inspired Sheik redesign is highly likely for Smash 5.
There's no reason to suspect a cut when she's been in Smash this long, OoT is always relevant and replacing her with Impa is never going to happen.
