Depends on what you want. If you want to explore a large space with little to direction as to what you "should" be doing, BotW is the one. But if you want to be given a bunch of quests and tasks so you can earn those spicy achievements then GTA is more suited for that.

In V sometimes you might see 2 guys randomly trying to bury a women alive and you can help save her, motorcycle gang may randomly rob a pedestrian and you can chase them down and return/keep the money, some women may have been a car accident and you can give her a lift to the hospital, a labourer is trapped inside a Truck after some pipes fall on top of the truck and block the doors and you gotta use a Dozer to push the pipes away from the doors and allow the man to escape, before the shit explodes, sometimes you gotta help a celebrity escape from all the paperazzi, some gang may have robbed some store and randomly ask you to help them get away. You can also try find aliens, solve a murder, find bigfoot, become the paparazzi and chase down fake Lindsey Lohan, pick up hitch-hikers, derail a train. Then there's shit like Buying property, Taxi missions, Triathlon, Mountainbiking, Tennis ,Golf, Yoga, Scubadiving, Arms trafficking, Bike/motorcycle/car/ATV/Jetski races , Skydiving and basejumping, bounty hunting, Assassination contracts, Hunting animals and Treasure hunting underwater.

BotW has a more immersive world with incricately connected systems of weather/climate/environment which encourge constant adaptation from the player and the game design allows for so much unrestricted freedom of exploration and the ability to fashion your own solutions based on how you want to approach situations.
