That's literally not true. I'm only level 4 and I find tons of people to group with who aren't doing Reaper.
I log on every month and have literally never experienced this
Time to time I even start again and try to just solo my way through for hours on end and still see nobody
It doesn't help that you're forced to run trivial normal/hard difficulty before elite if you're not subscribed to the dead game.

I used to have it all. 18/2 paladin/monk with max healing amplification, running around with torc and concordant opposition and pale lavender ioun with my khopeshes and pajamas. Heck, I could tank for most raids without even needing a healer.
Nowadays multiple classes are outright impossible to play without several past lives. Good luck soloing because there's no way you'll get your trap skills high enough for elite with the auction house empty. If you try to LFG you'll wait hours and hours and then just end up with some warlock who'll solo the quest with their easy button. There's no good times left here as the dev's couldn't care less about the new player experience.

I have this game but I was turned off by the fact that you need to buy quests. Can a person get through the content without needing to buy anything?
This. Fuck the publisher and their nickle and diming bullshit. They did the same thing in LOTRO and that's why I don't play that game either.
I actually really enjoyed the game play but having to buy quests really turned me off. Is there another game similar to this?
Pretty much everything from Turbine is exactly the same way - decent game but ruined by microtransaction nickle and diming. They were doing it before microtransactions were even a 'thing'.

No, you just can't level at all and are stuck there until you shell out real money.
Or you can level 20 other characters one after another for the piddly amount of free cash shop currency they throw at you for doing so to buy ONE quest pack. This will take you about a week per character. A week and a half per char in LOTRO. Then you MIGHT have enough to buy ONE quest pack, and youll have to do it again 6 hours later once you've done that on your main.
It really is total cancer.
They have only one server and it's in America. The lag makes it unplayable for me. Melee hits register like half a second late. I loved the game when I could actually play it.
