Pretty much, even if you use other weapons people always keep this on standby, kitted out for fire or bolt.
you can pretty much use any weapon from start to finish in soulsborne games.

I never used it. Four out of the six people I know who played through all of bloodborne didn't use it for more than the beginning.

I use every single weapon aside from Ludwig’s Blade. Even the Kirkhammer is better because of its transformation.

it genuinely boggles my mind that no one uses the beast hunter saif, its the one weapon that actually makes good use of the transformation attack mechanic and because of that its fun as shit to use because it has useful and satisfying combos you can pull off
all the cool weapons you get so late in the game or in the DLC that it's not even worth it at that point

Cleaver is unironically better though, since it's got the higher base damage. As these weapons are made for r1-spamming in 1h mode and nothing else, that makes it simply better in every situation.
If you pick Spear for "muh versatility" instead, you're doing it the fuck wrong and you only picked it instead of the Cleaver because a wiki told you to do it.

i love its folded r1 that lets you charge forward for a strike, it catches everyone off guard. then use its transform attacks to back away while doing damage and then other transformer attack to close the distance again while dealing damage. its so goddamn versatile. its probably my all time favorite weapon

Love it the weapon. Comboing is its biggest weakness though. It's not so much that it can't, but they carefully designed all of its followups to either have shit range or be really slow.
They gave it the best spacing moves in the game though. godly step attacks
It's very strong, one of the best if not tied with a couple others.
I do feel like bloodborne shot itself in the foot a tiny bit with it's starting weapons. In any other given souls game you could also do just as well with your starting weapons, with the exception of a few outliers, but there were almost always stronger weapons to find compared to what you started with. With bloodborne's relatively small collection of weapons they really needed to make sure everything could clear the game just as well as anything else, which can make the game a bit bland for challenge runs or level 1 attempts.
I can't really blame them, all things considered. There are so few people that even complete games like this that trying to balance everything around people who will finish the game and then actively seek more challenge is an outright waste of time.

The absolute madman. I've honestly never been able to make an Arcane build work. It always feels like you're never supposed to focus on arcane shit, but rather use it to supplement the rest of your kit with all the hoops you have to jump through to get things properly up and running.
It's beyond me why they made this shit. It's one of the coolest weapons in the game. It's a goddamned rocket hammer, how do you fuck it up?

eh, it works for single player at least. I dunno about PVP. You can spam Executioner's Gloves safely to deplete nearly all the HP of tough bosses like Ebrietas, and then you just use your cleaver.
What the hell are you guys on about? I used it for the entirety of my last playthrough and thought it was overpowered with how effective it was. The jumping transformed attack alone makes it worth it.
It basically resembles any other melee centric build in the game, except you do elemental damage instead of physical, at least until NG+ when you get a hold of all the tools and can play like a utility class. In the early game you'll be using upgrades and whatever gems you can find do all the damage for you until you find 3 non-shitty elemental gems.
