That's how I know you're a shitter. The Blacktail and the Red9 are both able to one shot mercenaries in the head with a crit, but the handgun is not. The Punisher is better because it can pierce shields and stagger multiple ganados in a row, while the Hangun can't do shit against enemies with helmets. You don't get the exclusive until the Island so its really only good on new game+. It's a trap, just like the Broken Butterfly.
The extra power on the Red9 is a bit of a meme. It doesn't significantly more powerful than the Blacktail, doesn't save significantly more ammo (and if you have ammo problems period, you're a shitter) and has much worse handling and speed. It's a good alternative but its not a tier above the Blacktail. Frankly, the Mathilda is just as good as both Blacktail and Red9, if not more fun. Ammo isn't a problem on newgame+ so it gives you the advantage of a pistol and a TMP in one gun.
I've done multiple playthroughs with each handgun on Professional and I'm convinced that the Punisher and Mathilda are both better than the Handgun in every way.

Wrong. Actually play on Pro with Punisher and you'll see that it's not. The armor pen isn't a big deal, but its better than Handgun not having an exclusive until the late game when everyone is wearing helmets that block it's exclusive.

You can say that about any pistol. Handguns are jack of all trade weapons. You can say that the Red9 is pointless when revolvers and rifles exist that shit out more damage.

Barely. The extra firing speed and extra ammo makes them near equals for DPS. The only thing the Red9 has over the Blacktail is the ammo efficiency, which again, isn't a problem unless you're shit at the game and never figured out how to melee.
If you're just using pistols to melee, then the Blacktail is way better than the Red9.

Sure, but you can also just get the free Punisher or just not invest too heavily in a Red9 before then. Early on, upgrading your other weapons might be more useful as the pistols all do their jobs just fine without a significant upgrade investment.
Actually, I just checked, the Blacktail actually has HIGHER DPS than the Red9.
