Fighting games have never been balanced. Even the ones closest to being balanced had some characters with an exploit or less frames which players found and abused.

I don't think any one would argue that fighting games in the arcade days were balanced.

In the old days nobody even cared about balance. You just played the characters you liked and if someone was using OP characters and moves unfairly, you call them out on it.

Street fighter 1 is the most ballanced capcom fighter it's a shit game but it has 100% competitive ballance

Kabal especially was annoying because on top of having piss-easy combos that take out over half of your health, he had a really good projectile and a near-instananeous stun in his spin dash.
Basically, two mistakes and you're done.

If you want balance then play mirror matches because that is the only way.
