It's not really anime that's off-putting. I think most people can tolerate most anime atheistic just fine. It's the the newer cultural shift in how those characters are defined and portrayed. I guess it's all preference but anime now feels more one dementional than it's ever been. You just can't escape the moe, idol, highschool stuff no matter how hard you try.

I think those tropes and cliches are still lumped into "anime" as an umbrella term, I'm not so sure that when people say "this game is too anime" they're only talking about the art direction

We all know that "too anime" is a thing, but no one can really describe exactly what it is.

Being "too anime" is something much more specific
When it crosses the line is when it becomes clear that the developers have stopped trying to make a coherant world and instead have just shoved in a bunch of marketable tropes and designs that will be big with demographic X or Y, the two biggest examples are fire emblem and valkyria chronicles.
Fire emblem went from designs that you would find in a japanese copy of a dungeons and dragons book, the kind of dragon magazine/lodoss war/slayers type of look where aside from silly hair, big capes and the odd skirt thats a bit too short the outfits feel practical to actually wear for long periods of time in a way that the more modern games (with their heavily stylized form over function outfits that focus on creating a strong and unique silhouette and looking cool/pretty/interesting) don't
Likewise valkyria went from a setting that was clearly the look of europe somewhere between 1910 and 1940, only with a bit of sci-fi tech that led to wacky prototype designs actually being possible, improved medicine, and a handful of superpower characters as a story stand in for nuclear weapons to a more and more sci-fi superpower series, leading up to a game where teenagers fight giant spider mechs with oversized swords supposedly being in the same series.
a common argument that can be made for both of these series is that they were always "anime", and it's true that fire emblem has stuff like an unarmed teenager with a katana slicing massive armored knights in half and valkyria has silly stuff like a swimsuit episode where only the men have period appropriate swimwear while the girls have something more sexy, and that's what makes this whole topic a bit touchy. The exact line of when it becomes "too anime" is a bit hard to specificalyl track down because its never one specific thing that marks it as the end, but a death of a 1000 cuts that slowly takes away any sense of a unique setting or culture for something that's much more mass market appeal.

Except that in the case of xenoblade 2 it absolutely did replace content because now the focus is on which sword(female) diver shota will kiss the most and one of the biggest trends in the industry (waifu gatcah games) are a mechanic instead of literally any other way to obtain and power up party members

Rogue Galaxy is a perfect example of something going "too anime" Story starts off with a grounded premise and characters that is very enjoyable, then the farther you get into it there's evil clones, ancient power because the MC is the reincarnated space god, DBZ style yelling, flying, bright hair and all that shit.
