I consider Cloud to be a better swordsman while Link as a better duelist. Cloud definitely has access to a variety of better magic and has better mana pools. Link is more equipped for travel and adventuring in general.

Because gameplay wise Link is significantly more versatile and competent, while lore wise Cloud is preposterously more powerful to the point of no contest.
If it's purely a fluff battle, using Cloud as he is at the end of FFVII, he'd bisect Link from across the room with nothing but the razor wind left by a sword slash.

Most of those would not be meaningful against a SOLDIER, who are known to be effectively immune to bullets. Link's magic might buy time, but the gap in raw power is colossal and it's not like Cloud has never fought enemies wielding magic, especially bolts of elemental power. Light Arrows might be meaningful, except Cloud isn't evil, so probably not that devastating, whereas every single one of Cloud's attacks should scatter Link to the wind.

You say Cloud is effectively immune to bullets but he gets injured by things that hit him anyway regardless. Lanayru's protection would keep Link safe from any damage as it is literally the power of a higher being so there's that to consider. The problem is Link's primary weapon is the master sword, which is only really effective against evil, like the light arrows.

Do you mean Nayru's Love? That costs magic to use, he can't keep it up all day. Or are you talking about a vague, ephemeral "blessing of the goddess" that isn't defined and doesn't actually matter any way or another? He can be defeated even with the goddess's aid, hence the Fallen Hero timeline.
