I personally enjoyed kefka more, but I enjoy when a villain actually manages to get some ground. Sephiroth doesn't really accomplish shit throughout ff7, he's just hyped up without progressing, or messing around with the world.
Kefka has literally one goal of becoming god, and destroys the world to get to that point. Sephiroth just walks around doing stuff because he's already god.

Yeah, it's a real shame that everything Sephiroth does as a villain doesn't amount to anything, especially any sort of planet destroying calamity.
Like if he were to use some kind of edgy materia like, I don't know Black Materia cause Japan is edgy like that to summon a meteor that looms over the world map as a constant reminder of the world's demise as you continue on your adventure, now that would've been awesome and really cement the fact that he too has the capacity to fuck with the world like Kefka.
