The original Toy Story's polycounts weren't even that high, even for the important models. I guarantee you the trees there are as low-poly as possible.

Because it honestly looks awkward as hell, and trying to reproduce it would take more time than just trying to look like an AAA game. The only game I can think of that has a late 90s CG aesthetic in recent memory is FNAF, and that's not even rendered in real-time, it's all pre-rendered shots put together in a weird-ass way.

Ray tracing is simulating the way light particles bounce around the environment. A ray of light is cast and the path it takes is traced.
It's a more accurate to how light works and it's simple but it requires a lot of computing power

Tropical Freeze LOOKS better. That doesn't mean on a technical, purely graphical level it's better, though there are parts of Tropical Freeze that are more advanced than that render.

There is literally no way to tell that from the image.
Only the water and the crocodile's shiny skin would benefit from raytracing. In every other way, it's more primitive than what modern games can do.

Pretty much, we skipped good graphics in favour of stupid filters like chromatic aberration, dof, etc. You won't see anything this good on consoles, you might see something that looks cool on PC by turning off all the shit.
