Emil Sacrifice... that scene and music gets me right in the feels every god damn time.
The intro music to Silent Hill 1 and 2 gave me that exact feeling too. It's a classic horror game, so you expect something atmospheric and gloomy or perhaps intimidating, but instead you get this weird alternative rock track that borders on catchy. What most horror fails to realize is that you should never show your full hand to the player. That's why areas like the Sewers or the first floor of the Hospital are incredible - no one would ever have the balls to design an area like that, you think, so you're taken aback when it happens. And those ethereal synths set that atmosphere of deep-seated unease perfectly. It's as if the game is constantly anticipating your reaction and subverting it for whatever purpose it feels like. Perhaps infinitely respawning enemies in the city may lessen this, but on the whole, the feeling of mystery is never lost.
But yeah, what a soundtrack. If you haven't played it, give the VN 'Saya No Uta' a shot, since it does a similar thing very well.
