3D Universe (III,VC,SA,LCS,VCS) is not a part of the HD Universe (IV, TLaD, TBoGT, Chinatown Wars, V)
They may make small references but the characters only intersect within their own universes (ie Claude Speed from GTAIII in GTA SA, Rosenberg from VC in SA. Patrick McReary from GTAIV in GTAV, "Michelle" from GTAIV in GTAV)
On a side note though. God damn the 3D universe was much more interesting than the current HD universe.

People actually greatly exaggerate the bad blood between Ray Liotta and Rockstar. If you look into it, it was mostly just a combination of Rockstar's lack of experience working with Hollywood actors (yeah, they had a few in GTA III, but with very small roles even by side character standards, let alone compared to a protagonist) and Liotta's lack of experience with and knowledge of video games. They probably could've gotten him back for SA and just either didn't see any reason to or didn't want to spend the money.
Burt Reynolds was the real issue with VC's voice cast. There was almost physical violence between Reynolds and one of the Houser brothers if I remember correctly. Maybe it wasn't one of the Houser brothers, but he threatened to punch someone after they asked him to do another take, and he was just overall very belligerent and difficult to work with.

I agree with basically everything you just posted. The 3D Universe was easily my favorite rendition of these characters. Also I felt like each of the cities were significantly different from one another wheras the most recent GTA games (4, 5) just feel like sprawling urban areas. I might be jaded though and should probably replay those games. I'm going to start with 3 because IMO it still stands up to this day.
