This was solved years ago. It's a reference to a comic released prior to OoT.
The Claws were made by Volvagia, whom in the comic Link befriends and gets corrupted by Ganon. The claw marks were made as he was being corrupted and he flies off to Death Mountain on Ganon's Order to kill the Goron Sage.
The comic makes a massive point that link and volvagia love each other and "were friends forever" as link decapitates volvagia
