I don't think they were lying when they said they would give it away for free for a limited time, but they had high hopes as to what that would accomplish.
They were hoping the users would help them spread the word on Windows 10. That certainly didn't happen, at least not in the direction they were expecting.
They were also hoping that developers would take an interest on UWPs. That hasn't happened yet, and I doubt it will, now that Windows Phone is dying and x86 tablets didn't pick up as well as they wanted.
At this point, I'm guessing they just don't care, since their main product is no longer Windows, but Office. Windows sells because businesses use Office.
