Because nobody can design a decent fucking task manager, slows down the phone. iPhones are only faster because they kill background processes from third party apps. Background app refresh works by adding the app to the system background refresh method.
Which is why it's faster. Instead of having multiple instances of an app fetching remote data etc. One instance does it to serve multiple apps. Thusly freeing resources.

that is, if you load a big file from your sd card, it will stay cached in ram for as long as nothing else needs it, so if you go to read it again, it's already there, so the os doesn't need to fetch it from the sd card again, this isn't unique to smartphones

Android is C++. The apps are sometimes Java. Now they are compiled to native code.

Manufacturers are free to put in all the shit they want. But in case of windows, there are various types of users; some feminazi cunt who browsers Sup Forums and write novels on notepad and doesn't need more then 4gigs of ram.

Or some guy who works in video editing and needs 16gigs, a titan and an i7.

The point being windows or desktop users have capable hardware according to their needs and the software that runs then can scale up and down, but the 16gig of ram just doesn't sit their, it can be used if you want to.

Were in the case of 4gig ram Android phone, only the developers know wtf is actually going on, most apps use less then 200mb and there's 1gig free generally on 2gig phones, yet you encounter app restarts and shit! Android doesn't know how to use ram nor is 4gigs future proofing where as an i7 with 16gigs is.

Pretty sure most of that is cached apps. It's not really an issue because the memory gets freed up as soon as it's needed.
