Bought the meme 212 for cheap and OC to 4.6ghz and it still idles at the same temp. Everything works as expected because I believe in basic physics.

No it doesn't. You're using the wrong software, there is no way it idles at 13 degrees unless you live in a freezer.

He probably applied the wrong amount of paste OR he didn't screw in the screws enough OR both. I've changed pastes on my 8320 so many times throughout the years. No matter what cooler, it should usually idle around 30c. Glad I switched to Intel recently because even with my 130 dollar liquid cooler, games like battlefront at the time were causing the Temps to reach 65c. So I assumed it would get worse as games progressed. Anyway, I think he just doesn't have enough pressure on the cpu cause even small/large amounts of paste won't affect the Temps like that.

You're reading the wrong Temps friend. At the absolute lowest, cpus idle at like 26. Normally just 30c.

AMD CPUs report idle temps inaccurately anyway. It's funny when there are people around who actually think that their CPU is idling below ambient temp.

A lot of the software has the Temps mixed up so people unknowingly read the wrong Temps. Even with the best liquid cooler my AMD cpus idled at 29c and so did the Intels. Where they differed was max temp. AMD reached 65c while the Intel reached 56. The amd was an 8350 and the Intel was a 4690k.

I'm in the same boat, this fucking amd cpu is like 6 generations behind intel. The heat isn't what pisses me off it's more about the power draw and how far behind they are behind intel. I've been wanting to build a new rig for years but amd has nothing NOTHING good to offer.

As of now I'm just waiting for intel's server CPUs to drop on the used market and I will build a new rig on it. I want a server cpu because I need to extra cores for encoding video.

I'm fairly sure it's the way you've applied your thermal paste, it's prolly having air bubbles, clean your current one, add a pea in the middle and check again
