I get 300FPS with a GTX460m in TF2 on ultra, Red Roosters can't even come close.

Pretty much every card out there chokes when running GTA V with the "advanced graphics" settings turned up (high resolution shadows, extended distance scaling, extended shadows distance, etc....).
Except you forgot the part where nvidia announced that only they're only releasing the "Founders Edition" first, which are to retail at $699. The only difference being that they come with a reference cooler, so think about that for second. You're paying $100 more for a card that comes with a reference cooler.

Unfortunately it's a very popular game so that's definitely an issue. Rock star is one of the better video game companies out there. Doing it the right way IMO.
But the point remains that there are games out there that high end GPU's choke on at 1080p if you're really pushing the settings. And that's to be said without >60fps monitors.

While I love the game, i can't agree with you enough. GTA 4 was garbage and this is a console mess.

While I appreciate the additional settings, I personally don't think the performance hit is worth it.
Not really. The only time GTA V starts to chug is when you turn up the additional/advanced graphics settings. The "basic" settings are no problem, which is more important IMO. The main problem is that the additional high-res and extended distance shadows eats up VRAM like a mother fucker, which is justified considering the scale of the game and how much is going on within it.

msaa in GTAV is poorly implemented. even a 960 can run it on very high with msaa and reflection aa disabled without any difference in quality
