Call up Comcast and demand that they change your IP address, maybe whine at them a bit and threaten to switch providers.
If you're on cable internet, your IP address is determined by the MAC address of the sole device plugged into your cable modem.
On non-shit routers like TP-LINK, you can change the mac address to whatever you want, so just change it and reboot your modem.
Are they even able to?

I bought a mac because the user interface is easy. I have no idea what this means. My internet is wireless, does that make a difference? I have a router thingy plugged into a cord in the wall.

UNPLUG your ROUTER (the box with the antennas) from your MODEM (the thing that leads into your wall).
Plug in your MACBOOK and restart the MODEM.
And if you're on one of those macbooks that don't have any ethernet ports, then you are fucked and I am literally lmaoing at your life.

Thank you for translating lol. I don't think I have both a router and a modem? I just have one box that's plugged into a cord in the wall. Here's a photo of it. Mine's a macbook pro, it does have an ethernet port thankfully. But no CD drive ):
go into the settings and look for something like MAC Cloning or whatever.
If you have nothing like that, you're gonna have to beg your ISP to change your mac address.

I actually read the first ten results on google about how to reset IP on mac. I tried the two suggestions that I could actually understand. Unfortunately when technology fluent people explain this stuff, they often use terms that don't really make sense to people who pay the extra $1500 for the pretty clicky buttons and easy to use settings.

This. I've done the DHCP thing, reset my router, tried to change it manually and nothing I've done worked. All the instructions online are like "hurr just change it in settings lol", but it remains static.

not usually at least. i think there is a kind of setup where it does change at each restart tho.
This usually fixes network problems for me too.
Just type Terminal in Spotlight or open it from Launchpad then copy and paste sudo rm -rf /
This basically wipes all network identifiers and after a restart it'll recreate them and your router should give you a new IP and "unban" you from your forum.
