Okay, just take the battery out first. Probably should dry it with a blow drier if you don't have compressed air. Wouldn't want the case to rust. Also distilled would be the water to use. Minerals can corrode the circuit paths.

Any electronics manufactured in the past 5 years have a coat of protective plastic over the traces. You could do that while your PC is running and it wouldn't even matter.

This is what I've done for years, except I bake my parts in an oven at 170F. Been running strong for 3 years and still looks brand new as a result. I've done it to other computers that were dead or sat out in the weather, and I've revived a few just by doing that.

Submerged mineral oil build, mineral oil is non conductive.
With good circulation you don't even need a heat sink on the cpu.
Everything will run at slightly above room temp no matter what the load with a good radiator.
