irfanview has a plugin for them. Would be nice if xnview could do it too.

Okay but that's all semantics, most people are going to save jpgs pngs gifs and webms in the same directory and group them together mentally a lot of the time and it would be more convenient to be able to view them all with one software regardless of whether or not webm is technically a video format or not

It's stated to be there, but indeed I don't see it explicitly on the plugin page. I think it might either already be included or part of plugin group, but unlabeled.

nvm, it doesn't work. they use windows media player, and I don't have that bloat.
