It all depends. They're not popular among most of the Sup Forums audience because the cards themselves run hotter, so there's less overclocking potential. But they do keep the rest of your system cooler by ejecting the hot air out of the system. If your case has shitty ventilation, blower coolers are definitely better. Also if the card itself does not run very hot, then blower coolers are more viable as well.

Smaller transistors use less power, but they're packed denser, so the end result is harder to cool eventhough the TDP is the same.

I have an Asus motherboard and wifi card, I just like brand consistency and Asus is good quality. Also the two four pin connectors for case fans that are controlled by the GPU is really nice too.

Do you think the RX 480 would be good as a reference card because of its low power usage?

From what we've seen, yes. But who knows, maybe the card has so much overclocking potential that a blower style cooler can't cool the card at its maximum speed. Maybe it's doesn't live up to the hype and is hot, we just don't know that much yet.
