I can get a 4k monitor for about $450 USD. pretty decent price.
In my searches, 1440p monitors go for around the same price as 4k monitors.
Given some recent benchmarks, the 1070 could probably handle 4k resolution if the games are turned down to in graphics quality

Here's the thing: there's no advantage to 4k if you're getting a standard 22-27 inch monitor. If you get a 4k monitor at a size that actually accommodates the pixel density, they are not similarly priced.
You still get a much sharper image with a 2160p resolution on a 27" display and screen real estate

Vega is slated for Q1'17, so I would expect the 1080 Ti to come out around then as well.

Note how Huang said that the GTX 1070 will be faster than Titan X. He didn't say faster than 980 Ti, because Titan X is a poor overclocker, unlike custom 980 Ti's that can hit 1500 Mhz. The best 980 Ti's such as Gigabyte G1 gaming will still be faster.
1440p monitors can do 144 Hz. No 4k monitor can yet, and it's hard enough to get 60 FPS.
