They're not even remotely comparable. The absolute worst-case scenario for an RX 480 has it at GTX 970 performance, whilst others put it above the 980. Make sure to make a thread if you do buy a 960 now, as I want to laugh at you.

The r9 270x has virtual super resolution
you know, it renders in a higher resolution, and then scales it down to fit on the monitor. so you can have a 1440p real estate screen even though your monitor only handles 1080p tops.

The 8gb RX 480 is showing up for about 300 euros. If $250 is the most you can afford, go for it.

I can afford the RX480 if it's going to cost 300€. But I don't have any experience with the AMD cards and still a bit step to the unkown. If there weren't these new GPUs coming, I would definitely buy that GTX970 without hesitation.
And I can always sell the GTX970 to get some bucks back and then buy the RX480 if it really proves to be that powerful and cheap (and reliable).

In terms of performance per dollar the 970 is the best buy right now. I would wait for the RX 480 though. It will be lower power usage to begin with and have a few extra's going forward. But it might be more expensive or less expensive. We don't really know yet since you can't buy it right now.
