If one guy with a portable jammer running off 12 volts can shut down a cell site, the cell site was shitty. On top the fact CDMA, TDMA, And GSM run on a plethora of bands. There is no way he could of shut down every single band in use.

Depends state to state. Some don't have any laws about it. Most have laws against texting, some have laws against holding the phone (you have to use Bluetooth). I don't know of any state that outright makes it illegal

Most modern cars can be tracked by the owner via GSM+GPS if the car is stolen. By using GSM jammers you pretty much kill this possibility.
