Is there anything like this but for topographic maps? Like an open source (or even just free-as-in-beer) app that does what the rugged Garmin GPS units do? And I mean something that comes with maps and allows me only to use GPS, with no celluar/WiFi connection.

What's wrong with Google's data? If you don't trust the botnet, you could just scrape the map tiles to your own server.
Because using a website or software isn't the same thing. Apps are always smoother and the hardware integration is often better

Sygic stores its maps on your phone, so only GPS is required after downloading them. The maps cost money though, although they frequently have sales on them and you only have to purchase them once.
Just be a cheap lazy shit FSF dev and steal a globe icon from somewhere.
