They have to completely read the file to compute the hash, only then it's checked against the database.

You're fine. The privacy concerns of Windows 10 are greatly overstated. If you disable all privacy invasive "features" during install and run SpyBot anti-beacon to block telemetry services in windows, you won't have any issues. At least with the current version, it may change in the future. The apocalyptic privacy concerns mostly began and ended with the pre release candidates which did various nasty things like taking screenshots of your desktop while you used it sending those screenshots back to MS with no way to disable it. Obviously, that's a big issues, but it was a pre release build, so as long as you aren't using one of those you should be good. The vast majority of people who get busted for cheesy pizza do something incredibly stupid, like torrenting said material, using tor with JavaScript enabled, emailing extra cheesy pizza, clicking on bait links on Sup Forums that are actually honeypots or using cloud services to store said pizza. All of which are basically asking to get v&. That said though, use Linux.

They will contact police if you try to upload that shit on one of their cloud services, other then that nothing. Windows defender only checks for known viral file hashes, and analyzes files that give off heuristics similar to malware.

Plus even if you are computer savvy Windows 10 is a cloud centric operating system that restricts user control over the updates installed on your machine, and it it has a EULA that gives them the legal right to change the EULA as they please at anytime; which you automatically consent to. Because of this, the design of the operating system itself poses an inherent future risk, especially the manner in which you receive updates. This operating system has also demonstrated that it will gut GP settings and restrict control from non enterprise installs, as an operating system it is inherently not trustworthy.
