Looks like Xubuntu in VirtualBox. The GTK theme looks like it, looks like XFCE panel up top there. I think VirtualBox because the line in the middle at the top looks like that virtualbox thing that popups up on mouseover on fullscreen vm. Not sure why WM theme looks like clearlooks though thats not Xubuntu style.

Could be Lightweight Portable Linux, a DoD project. It's basically debian setup to look like windows. Never really tried it out to be honest.

Also note that to the national guard, their main mission is to defend. Very few units have the authorisation to conduct any type of offensive " hacking" missions. However many people within the national guards CND-T are some sort of security specialists in private sector

Cyber " people. Let's say each state has 5k guardsman. Maybe 500 are signal support, 100 of which are 25B mos which are your IT people. The "cyber" team is made up of 8-15 people at the best of times. However each state has more or less

We can clearly see that they're using XFCE.

If you look at the icons in the system tray at the top left, they look like the Ambience icons from Ubuntu.

Additionally, it looks like they're using some Dell laptop. If I recall correctly, Dell is one OEM that ships Ubuntu from the factory on their machines. I believe the XPS line. The term "Project Sputnik" comes to mind. That laptop looks like it might be one of those XPS laptops.

The favicon on the first tab might even be the Xubuntu logo. I'm unsure about that though.
