Guns right now are reliable, but gun buyers will discriminate based on knowledge that one gun fails 1/500 rounds, and another fails 1/1000 rounds. A "smart" system which causes a gun to not function even every 500 rounds will bump the mean failure of a gun which ALREADY fails every 500 rounds to 1/250.
It's a simple matter of introducing new failure points, it's better not to do. Gun designers have refined and eliminated unnecessary components for hundreds of years, and guns STILL stop working, even when maintained and operated as instructed.

If there's an engineering solution then it should be explored rather than denied outright- the only reason you'd be like NO SMARTGUNS on an engineering reason is if you were somehow against at least experimenting with smartgun designs, and discovering their failures and usages.
