While the intent is good and noble, the results aren't. What ends up happening is that there's no longer any incentive on the producers' side to sell food and medicines. This creates scarcity, which creates inflation. Price controls are the WORST possible idea.
An alternative idea that does not starve people is to give the neediest the resources to buy food and medicine, whether through vouchers (food stamps, direct cash transfers) and/or government-supervised distribution networks.

Venezuela import everything using oil money and when the oil prices went down the exchange rate for USD was kept the same by the goverment. That way, in theory, importers could still do thir business keeping almost the same profit, however, because third world logic, importers would use the official exchange rate to buy goods while selling those goods as it was bought in the non-official rate proof of that is the accumulated wealth those importers got after the oil crash. Chavez and his gang wanted a better Venezuela, but as typical in a corrupted state that did not happened.

There's no magical law that says a free market will induce companies to provide full employment at a reasonable wage. Companies are in it for the profit, so if possible they'll try to hire as few workers as possible, or if they need a lot of workers, they'll try to pay them as little as they can get away with.
