Do websites throttle download speeds? I have 100 mbps according to SpeedTest, but when downloading things online or updating packages, I rarely see anything higher than 3mbps.

dunno how the terms of use apply in your country but in mine it will always say that you can get a constant 40% of the offered speed the rest depends on your luck on some days

Its been two decades since the beginning of the broadband and we adsl users with no alternatives, are lucky if we get 6/0.6mbps plus you have to pay the standard monopolized prices that in some cases is higher than fiber, cable or even unlimited 4g movile data traffic.
Not to mention cooper lines in rural areas are barely capable of any kind of QoS in data transfers.

then it's almost definitely an issue on your end, have you tried changing ethernet cable? i had a similar issue once and it was the ethernet cable, served me well for 10yrs but his time had come
if that doesn't fix it call the isp, tell them your issue and they'll help you out
